Michael P. C. Carns
General, U.S. Air Force (ret.)

General Michael P.C. Carns, U.S. Air Force (Retired) served in the United States Air Force for 35 years until his retirement in September 1994. His long and distinguished military career culminated with General Carns serving as Vice Chief of Staff, United States Air Force, for three years. Previously, he served as Director of the Joint Staff, Joint Chiefs of Staff and President and Executive Director of the Center for International Political Economy.

After retirement, General Carns served as the Managing Director of a small healthcare firm for one year, followed by over four years as Executive Director of a New York-based policy research firm specializing in Pacific Rim security, international capital flows and international energy demands. Currently, General Carns serves on a number of DoD panels, boards and task forces, boards of directors of corporations, and consults for a number of businesses.

General Carns is a member of the Board of Directors of: Rockwell Collins, Inc, Cedar Rapids, IA; Mykrolis Corporation, Billerica, MA; WebGen Systems, Boston, MA; Engineered Support Systems Inc, St Louis, MO., and Precision Remotes Inc, Richmond, CA. He holds appointments as: member, U S Comptroller General (GAO) Board of Advisors; Member, Department of Defense Science Board; Member, Board of Advisors, National Security Agency (NSA); Senior Fellow, National Defense University (NDU), Department of Defense; Member, National Geospatial Agency (NGA) Forum; Member, Threat Reduction Advisory Council, Defense Threat Reduction Agency (DTRA); Member, Board of Visitors, Air University; Chairman, Board of Visitors, Air Force Institute of Technology; Member, Defense Science Study Group, Institute for Defense Analysis; member, Board of Trustees, Monterey Institute of International Studies; and, member, Board of Trustees, Falcon Foundation, an educational foundation.

General Carns graduated from the U.S. Air Force Academy in 1959 as a member of its first class with a Bachelor of Science degree. In 1967, he earned a masters degree in Business Administration from Harvard University.

Gus Cianciolo
Lieutenant General, U.S. Army (ret.)

Lieutenant General Gus Cianciolo has held a wide variety of important command and staff positions during his 33-year Army career, culminating as the Military Deputy to the Assistant Secretary of the Army for Research, Development, and Acquisition. He also served as the Director of the Army Acquisition Corps. General Cianciolo's diverse background in research, development, and acquisition included service as the Deputy Commanding General for Research, Development, and Acquisition, Army Material Command, and as Commanding General, U.S. Army Missile Command. He was also Project Manager for two major Army Weapon systems programs, one involving international participation by four NATO countries.

General Cianciolo previously served as Senior Vice President of Cypress International. He is currently a member of The SPECTRUM Group, a Virginia-based consulting services company. He holds a B.S. degree in Business Administration from Xavier University and a M.S. degree from the University of Southern California

Malcolm R. O'Neill, Ph.D.
Former Chief Technical Officer, Lockheed Martin Corp.

Dr. O'Neill is recently retired as Chief Technical Officer of Lockheed Martin Corporation where he was responsible for exercising oversight responsibility for research, engineering, program management and technical integration functions throughout the corporation.

After retiring as a Lieutenant General from the U.S. Army, Dr. O'Neill joined Lockheed Martin in September 1996 to serve as Vice President, Mission Success, Operations and Best Practices in Space Systems. From 1996-1999, he was responsible for providing leadership and functional direction of operational matters for Space Systems as they concerned mission success, program management, procurement, manufacturing, materiel management and product assurance. He was also responsible for Space Systems activities in support of a major corporate initiative to increase productivity and improve performance by adopting best practices from both within and outside the corporation. During his 34 years of distinguished military service, Dr. O'Neill held numerous prominent positions, including: Director, Ballistic Missile Defense Organization; Deputy Director, Strategic Defense Initiative Organization; and Director, Army Acquisition Corps. Dr. O'Neill holds a B.S. in Physics from DePaul University and an M.A. and Ph.D. in Physics from Rice University.
